When vinyl windows don't operates smoothly, it's usually because gunk has built up in the channels. But sometimes even clean windows can bind.  Try spraying dry lubricant on the contact points and wiping off with a rag.  Don't use oil lubricants, they attract dirt and can damage the vinyl. Pella recommends Teflon Dry Lubricant.  It may help put off replacing the windows........
